Velma Rose has been with the Denver Public Schools since September 1986, the first four years as Budget Director and Executive Director of Budgetary Services, and since July 1990 as the Chief Financial Officer, with oversight over financial planning, cash management and debt management, and supervises the Controller, Budget Director, Risk Manager, Disbursing Manager and two Project Coordinators and a Secretary. During this time, Ms. Rose has participated in an interim legislative committee effort to explore ways for state and local agencies and school districts to better serve special needs students resulting in a 2006 appointment to the Colorado Department of Education's Special Education Fiscal AdvisoryCommittee. She has also testified before state legislative committees on various school finance matters.
Ms. Rose represents the District on the Colorado Department of Education's Financial Policies and Procedures Committee and on the Finance Council of the Colorado School Districts Self Insurance Pool. She is a member of the Colorado Association of School Executives and the School Officials Division of the Council of Great City Schools. Ms. Rose also serves on the Denver Public Schools Retirement System Board of Directors, the Denver Public Schools Professional Compensation for Teachers Transition Team and Trust Board of Directors, the State Auditor's Local Government Advisory Committee and the City & County of Denver's Audit Committee.
Prior to joining the Denver Public Schools, Ms. Rose had a career in public accounting for six years, and served as Controller and Finance Director for the Regional Transportation District in Colorado for two years.
Ms. Rose is a graduate of the University of Colorado, receiving her BS in Accounting in 1976, magna cum laude, and MBA in 1977. Ms. Rose received her CPA certificate in 1979 and continues to maintain an active license, and is a member of the American Institute of Certified Public Accountants and the Colorado Society of Certified Public Accountants.
